Social-Cost Benefit Analysis for Crawley Borough Council’s Gigabit Business Park Project

Coast to Capital prepared on behalf of Crawley Borough Council, a draft social cost benefit analysis as per HM Treasury Green Book guidance. The analysis considered costs & benefits beyond the private actors & drilled down on the indirect economic or environmental costs / benefits to the wider area of the project as per the DLUHC analyst’s guidance & HM Treasury Green Book.

This included a review of the existing business case quantified benefit-cost ratio and value for money to identify indirect economic & environmental costs & benefits of the intervention that have been omitted in the business case. The review also included identification of an agency list, parameters, efficiencies, confidence grading & outputs.

Social Cost Benefit Analysis is recommended by the HM Treasury Green Book. However, there are three valuation methods to consider. HM DWP have issued guidance aligning to HM Treasury Green Book & Coast to Capital undertook a thorough review of the Manor Royal Gigabit Business Park Project to ascertain the best valuation method to use.

We then populated and adapted a CBA to expand the Council’s BCR to create a net impact analysis with a comprehensive social cost benefit analysis.
