Coast to Capital's Housing and Regeneration Task Force brought together private and public sector expertise to advise the Coast to Capital Board on the opportunities to increase housing and employment space, drive regeneration and stimulate economic growth in the LEP region. The aim of the Task Force was to identify a role for the LEP which adds value to, and does not duplicate, the work of private and public sector organisations involved in housing delivery, notably the local authorities which are the statutory planning authorities.

The Work of the Task Force

Recognising that housing and regeneration are complex, the Coast to Capital board commissioned the Task Force, which is composed of experts in their field, to recommend a role for the LEP centred on four main themes:

 

  • Affordability: our economy will not be competitive if only the relatively well-off can afford to live in the region and employers are unable to recruit the people they need at lower, as well as higher, occupational levels. Is there a role for the LEP in providing houses that are affordable so that our workforce can afford to live here?
  • Leadership and partnership: is there a role for the LEP in helping to deliver more houses more quickly to meet the needs of our workforce?
  • Meeting demand: housing demand is already outstripping supply; can Coast to Capital use its resources to increase the scale and pace of delivery of new housing in our area to meet the needs of our growing population including particular groups such as young people?
  • Employment space and infrastructure: is there scope for the LEP to use its resources to improve the linkages between housing, employment opportunities and transport so that our economy can function more effectively?

 

The Task Force produced a report which can be found to the right in the 'Related Resources' box with recommendations that were presented to the Coast to Capital Board in mid-November 2016.

  • Ian Tant is an independent consultant who was until recently a partner in Barton Willmore, a leading national planning and design consultancy.

  • Councillor Alison Butler is deputy leader of the London Borough of Croydon with responsibility for homes, regeneration and planning.
  • Terry Fuller is the executive director for the east and south east regions at the Homes and Communities Association (HCA), the government's non departmental public body which invests in building new homes and employment floorspace.
  • Dennis Hone CBE is group finance director the Mace Group, an international consultancy and construction company.
  • Jim McAllister is chief executive of the Rutland Group, a property development, management and investment company based in Surrey.
  • Geeta Nanda OBE is chief executive of Thames Valley Housing Association which owns or manages over 15,000 homes in London and the south east.
  • Ed Owens is managing director of Taylor Wimpey South Thames which builds new homes in the region.
  • Yvonne Rees combines a dual role as chief executive of Mole Valley District Council and strategic director for communities at Surrey County Council.
  • Jonathan Sharrock is chief executive of Coast to Capital which he joined in January 2016. He was previously director of the HS2 project.
  • Lindsey Simpson is an economic development consultant who is currently retained by the LEP as a strategic adviser.
  • Councillor Garry Wall is leader of Mid Sussex District Council and a local businessman.
